Job Summary
We are seeking an experienced Pipeline Compliance Specialist to join our team! As a Compliance Specialist, you will be responsible for observing, documenting, and reporting Pipeline safety and compliance issues. You will also be working closely with management and staff to help ensure compliance with all federal, state, and company regulations. The ideal candidate is observant, has strong attention to detail, and has a deep understanding of Pipeline Safety regulatory compliance (PHMSA 49 CFR Parts 190 – 199) and state pipeline safety regulatory requirements for natural gas, hazardous liquids, LNG, and Underground Gas Storage pipeline assets and OSHA PSM facilities.

These regulations include: 
  • PHMSA 49 CFR 191, 192, 193, 194, 195, 199, and Part 40
  • OSHA Process Safety Management
  • State Regulatory Requirements 
Qualifications & Skills
  • Ability to work in the office with occasional travel
  • Previous experience as a Compliance Manager or in a similar position
  • In-depth familiarity with the regulations outlined in 49 CFR Parts 190 through 199, including those governing integrity management for both distribution and transmission systems
  • Working knowledge of key industry standards and recommended practices developed by organizations like API and ASME
  • Understanding of regulations and compliance on a state and federal level, as needed
  • Excellent communication and interpersonal skills
  • Strong organizational skills
  • Competent in the Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)
  • Strong technical writing skills
Responsibilities 
  • Proficiency in PHMSA and State Partner Pipeline Safety Regulations.
  • Interpretation and application of all aspects of pipeline safety regulations (e.g., design, construction, operation, maintenance, corrosion control, operator qualification, control room management, integrity, accident/incident investigation, and emergency response).
  • Manage, conduct, and/or represent clients in PHMSA/state partner pipeline safety regulatory inspections/audits.
  • Audit, develop, and edit pipeline safety programs and procedures (e.g., manuals, procedures, personnel/operator qualifications, inspections, tests).
  • Prepare for and conduct risk analysis, risk assessments, and integrity assessments (e.g., ILI, pressure testing, UGS well logging).
  • Develop and consult on regulatory requirements, standards incorporated by reference, letters of interpretation, corrective actions, and preventative and mitigative measures.
  • Providing technical determinations and resolutions of compliance issues arising from client requests, internal inspections, and PHMSA/state partner inspections.
  • Serving as a point of contact or project manager for client work.

Compensation: $65,000.00 - $140,000.00 per year
